Summon Storm

Duration: Concentration, up to 10 minutes

A dark, rumbling cloud appears 100 feet directly above you and fills a cylinder 10 feet tall with a 60-foot radius. That area is heavily obscured. The power fails if there is not sufficient space to contain at least half of the cloud, though creatures and objects within the area do not restrict it—only obstructions such as ground and vehicles which completely fill an area.

When you use this power, choose a point you can see within range which has a line of effect from any point within the cloud. Lightning strikes from the cloud to that point. Each creature within 5 feet of that point must succeed at a Dexterity saving throw or take 3d8 + your power ability modifier lightning damage. On a successful save the creature takes only half damage. On each of your turns, until the effect ends, you can use your action to summon another lightning strike, targeting the same point or a different one.

If you use this power during already stormy conditions, you gain control over the existing storm instead of creating a new one. Under such conditions, the power’s damage dice are increased to d12s.

At Higher Levels. The damage increases by 1d8 for each slot level above 3rd.
